Colorado Model Low Energy and Carbon Code
● The Colorado Energy Office is developing this Model Low Energy and Carbon Code, which minimizes overall
carbon dioxide emissions associated with new and renovated homes and commercial buildings. Cities and
counties with building codes must adopt these codes when they update any other building codes after July 1,
2026. Public Comments were collected until Feb. 7th.

Durango Election
● Three seats are up for grabs in the April 2025 City Council election - Melissa Youssef is term-limited; Jessika
Buell and Olivier Bosmans are finishing their first terms.

Economic Alliance Update
● Sarah Tober, Executive Director of the Economic Development Alliance, told La Plata County Board of County
Commissioners that childcare is a top issue of the local workforce. In presenting the findings of the recently
released Early Childcare Strategic Investment Plan, she said 60% of employers have lost employees because of it.
● Heather Hawk, the Executive Director of the Early Childhood Council of LPC, said it’s envisioned that a $20
million investment over the next 5 years would be required to reimagine the local childcare sector. They hope to –
in part- receive public dollars from lodgers’ tax to help support a Childcare Investment Fund that would stabilize
the childcare workforce through wages, tuition assistance and benefits.

LPC Community Development Department Update
● Community Development gave the LPC Commissioners an annual report for 2024. According to Senior Planner
Dan Armentano, more permit applications were concluded in 2024 than the number received. Right now, 15 are
awaiting a planner assignment, which is more than they hope for, but better than it used to be. Director Lynn
Hyde noted the department is working to reduce the amount of time it takes to move applications through the
review process. Those numbers have improved in 2024 over the year prior, but are not as good as they were in
2019, the year they are using as a benchmark.
● In 2025, updates to the code are planned in relation to the sketch plan process and refining lot legalization.
Comprehensive Plan and District Plan updates will be in the works as well.
LPC Land Use Code Update
● La Plata County is amending its Land Use Code to align with new state laws regarding family occupancy and
tribal consultation.
○ HB24-1007: The County can no longer limit the number of people living together in a single dwelling
based on familial relationships, requiring updates to related code language.
○ SB24-212: The County must consult with the Ute Mountain Ute Tribe and the Southern Ute Indian Tribe
before approving commercial wind, solar, and energy storage facilities in the Brunot Area.
○ SB24-193: Municipalities cannot annex land within a federally recognized tribe’s reservation without
tribal approval.
Planning Projects
● On 2/24/25, Durango Community Development Commission approved the 688 Animas View Drive Minor
Subdivision Preliminary Plan. The plan is to divide 688 Animas View Drive into two (2) lots to support a a duplex
on the southern lot and a single-family dwelling unit on the northern lot.
● At the meeting on 2/4/25, Durango City Council members approved the conceptual plan for Lightner Creek
Commons, a proposed development that will bring 29 deed-restricted townhomes to the city’s workforce housing
supply. The project is on a 2.9-acre site at 271 Twin Buttes Avenue—land donated to the city by Twin Buttes of
Durango as part of its affordable housing commitment. Elevation Community Land Trust, in partnership with
Tributary Development, will maintain ownership of the land while selling the townhomes to income-qualified
buyers earning between 80 and 120 percent of the area’s median income.
